About the English Language Education Department

Vision

I hope to emerge from my efforts having offered sound and zealous leadership committed to restoring Haverhill’s status as compliant within legal mandates across all areas of concern.

Mission

As Supervisor of English Learner Education I intend to create professional and instructional standards for teachers that will empower them to provide informed and effective Sheltered English Instruction to all students identified as limited in English proficiency. By establishing clear expectations, defined criteria, and protocols, I intend to change the paradigm of English Learner Education in Haverhill from one of marginal resources with limited effectiveness, to one of deserving recognition and respect.

Program Infrastructure: My focus this school year has been on the District’s ELE program infrastructure.

Compliance with State and Federal Mandates: A priority is the status of the District with regard to Corrective Actions agreed to in 2005 with the Office of Civil Rights. Attention to the areas of concern will require assertive and decisive interventions. The demands of the Coordinated Program Review will also require exhaustive examination of the ELE program which may reveal further inconsistencies and areas of concern.

Instructional Standards: A necessary professional objective is to remain focused on securing the best possible educational staff, and supporting them with effective instructional strategies, and meaningful professional development. I will support the ELE staff in becoming expert in utilizing the state English Language Proficiency Benchmarks and Outcomes as the foundation for all instructional objectives in concert with the content area frameworks. I want to encourage staff to continue seeking advanced degrees and to find opportunities to present examples of their work to others.

Professional Development: Securing contractors, collaborating with neighboring districts, and the management of funds for the professional development of the global District’s faculty and administration is an additional priority this school year. I have and will continue to provide solutions and workshops to selective groups who have requested information regarding English Learner Education.

Community and Parent Involvement: Focus on community and parent involvement shall become a projected goal following a more accurate understanding of the issues affecting ELLs and their families from building to building, grade to grade, and departmentally.
